Open PE Editor
Go to File>new>blank file. Set values for Width & Height (probably in inches). Set resolution 300px/in for printing. Mode:RGB. Background :white.
Open a picture file, and drag it from the project bin to the file created in step#2. Alternately, you can copy/paste the picture.
Repeat for the second picture. It is best if the resolution of each of the 2 pictures is about the same as that of the blank file from step#2
Each picture will be on its own layer. Access the move tool, and position each picture.
Access the Horizontal type tool, select font, color, and size, then type your message below the picture, or wherever you want. There is also a Vertical type tool.
